Treasury top-up

Proposal to top-up our centralised Treasury with 1 million $Maria to be spent for various services received.

Treasury wallet has less than 200k $Maria coins = it is almost empty, as it is supposed to be

So far have paid for various graphics works, reported bugs, suggestions and various activities of our users (mostly on Discord).

Important note: the centralised Treasury takes part in staking activities (doesn't run any MNs):

Pros: helps the stability of the network (we have too low PoS Difficulty)
Cons: competes with other stakers
